EVENT DESCRIPTION
Taiwan is no stranger to disasters, both natural - earthquakes and typhoons - as well as man-made, such as fires. There is also the growing threat of military attack by China. While these emergencies can affect everyone, expats may be more isolated from awareness, training, and community resources than local citizens. Hence the creation of the PDF e-book, Resilience Roadmap: An Emergency Preparedness Guide for Expats in Taiwan, a free community resource, to be periodically updated for improved effectiveness.
John Groot, independent writer-researcher and book author, will give a brief presentation about the sources, structure, and content of the book and answer any questions about it.
The second part of the event will be a civil defense community forum, looking at the broader picture of all the residents of the island, both foreign and local, and how they can best prepare and work together to keep themselves, their loved ones, and the community, safe during a disaster.
We are honored to have the following distinguished speakers:
T.H. Schee, our host at 4SC Crossfit. TH is an entrepreneur and a founding member of Open Knowledge Taiwan, a group which, in the wake of Russia’s invasion of Ukraine, spent 2022 focusing on raising public awareness of civil defense in Taiwan. TH will give us an update on the current state of civil defense preparedness in Taiwan.
Tobie Openshaw, a documentary filmmaker with military and emergency rescue training, will show and explain his “bug-out bags” – “grab and go bags” of emergency survival supplies and tools - which will help us all prepare to respond quickly and effectively to disaster contingencies.
Leo Lin, former NPA police liaison officer to the USA and current assistant professor in policing and security issues at Ming Chuan University, will share some of his thoughts on building resilience for Taiwan and introduce his new organization, The Taiwan Association for Resilience and Security.
Bryan D. Hopkins, another documentary filmmaker with a military background, will tell us about his recent 8-month filming and research trip to Ukraine where he immersed himself in war-torn communities, engaging deeply with those affected and exploring the intricate factors behind Russia's invasion. There are lessons here for Taiwan.
Guermantes “G-Man” Lailari, Lt Col (USAF, retired) is a former Foreign Area Officer who studied and worked in Israel. He is an expert on irregular warfare, missile defense, counterterrorism, and strategy, and a Visiting Scholar at National Chengchi University, will speak on: “Lessons for Taiwan: Israeli Social Resilience During War”.
Discussion and audience participation will be welcomed. But we reserve the right to refuse entry on any grounds to ensure the event happens in a positive spirit.

台灣對災害並不陌生,有地震和颱風等天災,也有火災等人為災害。 中國的軍事攻擊威脅也越來越大。 雖然這些緊急情況可能影響到每個人,但外籍人士可能比當地公民更缺乏意識、培訓和社區資源。 因此我們撰寫了一份 PDF 電子書《韌性路徑圖:台灣僑民應急準備指南》。這是一個免費的社群資源,我們將定期更新以提高其時效性。
約翰·格魯特(John Groot):獨立作家兼研究員兼書籍作者將簡要介紹本書的發始、結構和內容,並回答有關本書的任何問題。
